The county clerk is a constitutional officer and is elected by the people for a term of four years. The county clerk is the clerk of the county legislative body and maintains the official county commission minutes. The office performs many other duties including vehicle registrations (which may also include the collection of sales tax), issuance of marriage licenses, county beer licenses, collection of hotel/motel taxes, issuance of county business license and notary applications.

The goal of Lewis County Highway Department is to provide the citizens of Lewis County with a safe, cost-effective road system that ensures the mobility of the people and county services.

The Lewis County Highway Department is a full service facility equipped with a business office, a vehicle maintenance garage, sign shop, paving, and construction equipment. The Highway Department has a wide range of responsibilities including mowing all county right-of-way, snow and debris removal, bridge and road construction, striping, cold patch, tile installation, grading roadside & bank stabilization thru NRCS and FEMA disaster recovery efforts.

• Lewis County maintains 375 named roads totaling 328 miles of which 121.39 are asphalt surface, 195.03 tar and chipped surface, and 11.90 chert roads.
• The Lewis County Highway Department employs 21 full time employees.
• The Lewis County Highway Department also maintains 105 bridges. 

Road Hazard Reporting:

The public is encouraged to report any unsafe conditions observed on the county roads. Downed trees, damaged pavement, bridges, guard rails, road obstructions, debris, missing signs, etc., should be reported as soon as possible.  Road hazards on County Maintained Roads may be reported to the Lewis County Highway Department during normal business hours. Hazards may be reported after hours by calling 911 and notifying the Lewis County Sheriff’s Office. The Lewis County Highway Department maintains on-call personnel to fix these problems and return the roads to a safe condition as soon as possible.

Lewis County Memorial Park is located in the heart of downtown Hohenwald and was built in the 1940s by employees of the General Shoe Company, later known as Genesco. The former Genesco building, currently known as the War Memorial Building, has been repurposed and is home to a local business, governmental agencies such as the American Jobs Center, the Lewis County Health Department, the Department of Human Service and Children’s Services, Davis House Child Advocacy Center and the Hohenwald/Lewis County Chamber of Commerce.

Lewis County Memorial Park is jointly funded by Lewis County and the City of Hohenwald.

Lewis County Memorial Park is the location of the South Central Area Fair each summer and spring time finds baseball and softball fields busy with local and visiting teams. Two tennis courts are located within the park as well as picnic pavilions, children’s playgrounds, a Boy Scouts of America meeting place and a meeting space for Girl Scouts USA. A mile long walking track is found along the interior boundary and a swimming pool is open during summer months.

Lewis County Property Assessor’s Office is located on the lower level of Lewis County Court House.

The Assessor:

• Appraises real estate for assessment purposes
• Tracks changes in ownership, addresses and property boundaries
• Is required by state law to verify certain information on real estate sales with buyer or seller
• Appraises and assesses business personal property (furniture, fixtures, machinery and equipment)
• Responds to requests for public information
• Must possess both appraisal and administrative skills to do the job

Separation of Duties:

• Assessment function is distinct from taxation function
• Assessor of Property appraises and classifies the property and then applies the statutory percentages to appraisals to determine assessments
• County Commission and city governing bodies determine local property tax rates
• Taxes are collected by county Trustee and city collecting officials

Register of Deeds is a Constitutional office established by the State Legislature as the custodian of legal documents pertaining to real property. These documents include Warranty Deeds, Deeds of Trust, Releases, Powers of Attorney, Liens and other miscellaneous documents designated by state law to be recorded by the Register of Deeds. The Register is elected by the people and serves a four year term.In 2000, the Register’s office implemented a new computer imaging system for recording, indexing, storage, and retrieval of all documents. With the new system, the office has the capability of putting every recorded page on an imaging system. On this system, an image of any recorded page may be called up and viewed on a screen within a matter of a few seconds. A paper copy of the instrument can be generated if necessary with the press of a button. The Lewis County Register of Deeds Office maintains an index of land transactions in Lewis County dating back to 1800.

The primary function of the register is to make and preserve a record of instruments required or allowed by law to be filed and recorded, including but not limited to deeds, powers of attorney, mortgages, liens, contracts, plats, leases, judgments, wills, court orders, military discharges, fixture filings and other types of instruments. The records provide public notice of property ownership, liens, contracts and other transactions that affect the public interest. The register’s office is in the county seat, and the records and papers must remain in the office at all times.

The register is also responsible for collecting “transfer” and “mortgage” taxes, and with some statutory exceptions, the register must collect a tax on the transfer of all interests in real estate, and the “mortgage” tax on recording instruments which evidence an indebtedness.

Major responsibilities of the office:

• Permanently recording all deeds, powers of attorney, mortgages, liens, contracts, plats, leases, judgments, wills, court orders, military discharges, and fixture filings.
• Responsible for collection of Transfer and Mortgage Taxes, which are paid to the State monthly.

Due to a mandate from the Tennessee State Legislature, Lewis County assumed responsibility for solid waste disposal from the City of Hohenwald on October 17th, 1994.

The solid waste department of county government includes three different areas of disposal. There is a transfer station that handles disposal of household garbage. This refuse is loaded onto a trailer, compacted and transported to a Class I Landfill in Decatur County.

A Convenience Center for recycling is on site where materials such as cardboard, paper, scrap metal, aluminum, paper, electronics (currently computers and computer monitors), used batteries, oil and tires are received and separated for the recycling process. These items are picked by vendors who then pay Lewis County for these materials thereby generating revenue for Lewis County. These funds supplement the enterprise fees paid by residents and businesses. In addition to the Transfer Station and the Convenience Center, Lewis County has a Class III Landfill which is used for demolition disposal. Brush, trees and all sorts of demolition materials such as scrap lumber, shingles and sheet rock are accepted. There are exceptions – materials that are considered to be hazardous by state standards may not be accepted. The Convenience Center, Transfer Station and Class III Landfill are all inspected by the State Department of Environment and Conservation on a regular basis.

The Lewis County Solid Waste Department currently has four full time employees and two part time employees. The full time employees include Tony Bailey, Solid Waste Director; Billy Hensley attendant; Shawn Bailey attendant and Joe McNabb attendant. The two part time men go to off site locations in Lewis County to accept garbage out in the county. Drivers and employees of the Lewis County Solid Waste Department are always willing to assist patrons in whatever way that they can. The off site pick ups are located at designated days and areas from 3:00 until 5:00 PM.

City Garbage trucks, as well as private vehicles are assisted by the staff of the Lewis County Solid Waste Department.

The Trustee serves three primary functions:

• Collecting all county property taxes.
• Keeping a fair regular account of all money received.
• Investing temporarily idle county funds.

Current property taxes are due from October 1st current year through February 28th the following year.

We are happy to accept partial payments from October 1st of the current year through the end of February of the following year.
